Election Rules for Voting September 26th, 2020

 

For Safety concerns please STAY IN YOUR VEHICLE AT ALL TIMES/or staging area (for those who arrive by other means).

 

Should you leave your vehicle/or staging area at any time the voting will be stopped, and you will be directed to return to your vehicle immediately. 

 

Anyone failing to comply will be asked to leave and will not be permitted to come back in.  This is not a social gathering and we need to maintain SAFETY FOR EVERYONE.

 

Ballots for the 1st vote, President, will begin to be handed out at 9:00 and will end at 10:15.

 

The remaining elections will then run consecutively in the same manner as the first vote until completed.

 

 

 

  • Please wear a mask when you approach the Election Committee
  • Have ID ready (Membership/Drivers License/CPC ID, etc.)
  • Drive up to one of the voting stations and produce ID
  • You will be notified by the Election committee representative at the voting station of which Election is taking place and who the candidates are for that Election
  • One ballot per Eligible person (you must be a member in Good standing to vote)
  • Choose the candidate you wish to vote for and write the name on the ballot
  • One name is to be placed on the ballot, any more or any comments will be deemed a destroyed ballot and will not count for voting
  • Drive forward to the Election committee representative to submit your ballot in the box
  • You will then be directed out of the parking lot. Please do not linger as we need to keep the number of people in the parking lot below 100 at all times
  • We will follow the same process as the 1st vote for the remaining votes
  • You should be aware, any Candidate who is not successful in the position they are running for, may run down for other positions as per the Local By-Laws
  • Please monitor yourself for symptoms of COVID-19
  • If you have symptoms or you are feeling sick, please stay at home and away from others
  • Contact you Health Care provider or Local Public Health Authority and follow their advice

Come and vote for your Local Executives. Your vote matters!!

This will be a Drive Up Vote.

Due to COVID – 19 YOU WILL STAY IN YOUR CAR!

When you arrive you will be directed to a line where you will be checked in and given a ballot. You will then proceed to the ballot box and submit your vote. Once your vote is submitted you will be directed to a parking area until all ballots are collected. Once all ballots are collected they will be counted by the Election Committee. At this time you will be able to leave the parking lot until the next election.

 

This process will be done again for the next election each Executive Position. Candidates who lost their election can run down to one of the lower ranking positions as per Local Bylaws.

Annual Shift Bid

 

There have been questions raised about why there will be no annual shift bid this year. The annual shift bid is not automatic and must be requested by the Union Local before the September 1st deadline as per art. 13.26. In the past, the Local has received one or more requests for a shift bid during the month of August, which initiates discussion among the Executive.

This year, although no requests were received the Executive did have discussions about the annual shift bid and decided for the following two reasons to not go forward with one this year.

  • No group one member in LMPP sent a request for a shift bid to the Local before the deadline of September 1st.
  • There was concerns by some members of the Executive that the shift bid process would be used as a management tool to accommodate members without regard for seniority.

This decision was made with careful consideration of all factors and with discussion and input of all Executive Officers.

13.26 Annual Bidding for Groups 1, 3 and 4 (a) Work schedules in Groups 1, 3 and 4 will be reopened for annual bidding in postal installations if the authorized representative of the Corporation is requested to do so in writing by the appropriate Union local. Employees in each work section will be given the opportunity to bid in order of seniority for the shift of their choice within their classification and work section. (b) The shift bid will be authorized to take place in only those work sections specifically identified by the Union local in writing to the Corporation by September 1st.

WAGE INCREASES
AND RETROACTIVITY

Arbitrator MacPherson awarded the Urban and RSMC bargaining units the same wage increases as follows:
• 2018: 2.0%
• 2019: 2.0%
• 2020: 2.5%
• 2021: 2.9%

The RSMC increases are effective January 1st of each year and the Urban increases are effective February 1st of each year as these are the effective dates of the collective agreements. The duration of each agreement is 4 years.

Arbitrator’s Explanations

Arbitrator MacPherson provided the following explanations for her decision:

• She stated that the 2% in each of the first two years is consistent with CPC’s final offer in November 2018.

• The increase of 2.5% in the third year compensated the Urban bargaining unit for the 0.5% wage increase that was lost in 2011 when the Conservative back-to-work legislation imposed a wage increase that was less than CPC had previously offered.

• The 2.9% increase in the fourth year represented her best effort to predict the likely average wage increase for the federally regulated private sector in 2021.

She concluded by expressing the view that the parties would not have settled for less than these amounts had they been left to their own devices in the autumn of 2018.

Arbitrator MacPherson rejected CUPW’s demand for a 30 cent bump up for Groups 3 and 4 because CPC is not having difficulty recruiting candidates for Group 3 and 4 positions.

She also rejected CUPW’s demand on the wage scale for Urban employees hired on or after February 1, 2013 on the basis it would significantly increase costs.

CPC’s Schedule for Retroactive Payments

• August 6, 2020: Urban unit to receive retroactive payments for 2020.

• August 6, 2020: Rest Period Allowance (RPA) retroactive payments date for 2020, for both bargaining units.

• August 20, 2020: RSMC unit to receive retroactive payments for 2020.

• September 3, 2020: Urban unit to receive retroactive payments for 2019. Both units will receive RPA retroactive payments for 2019.

• September 17, 2020: RSMC unit to receive retroactive payments for 2018 and 2019. Both units will receive RPA retroactive payments for 2018.

• October 1, 2020: Urban unit to receive retroactive payments for 2018.

CPC has informed the Union that the new hourly rate for 2020 will start on the following dates:

• RSMC: August 20, 2020
• Urban: August 6, 2020

CUPW has expressed to management our dissatisfaction with the extremely long period of time before members receive the wages to which they are entitled. Had the Corporation negotiated, instead of relying on legislation and arbitration, postal workers would have received their wage increases long ago.

Group Grievance: Usage of Personal Days before Special Leave during COVID

Hello Brothers and Sisters

Were you forced to use your Personal Days during Quarantine Leave, Childcare, Eldercare, or High-Risk Leave During this Pandemic?

The COVID pandemic has forced the hands of many to make unfavourable decisions. To stave off the growing rate of infection, the Federal and Provincial Governments made decisions to close or limit facilities that cared for our loved ones. As a Canada Post employee, one of the decisions some of us had to make is to stay home for our family’s well-being under the provisions of Special Leave for Eldercare or Childcare. This is a fine solution to ensure the safety of our children, parents, and families at large, however, it comes with a cost: in order to be on Special Leave, as per Article 21.03, “an employee (must have) exhausted all of his or her Personal Days.” It is discriminatory to our family status that we must use up our hard-earned, banked Personal Days before we accept Eldercare/Childcare Special Leave. What Article 21.03 speaks are sudden, unforeseeable circumstances contained within the life of an individual, such as when a loved one is sick, and the employee must invoke the clause of their own accord. In contrast, it is the decisions of our governments that has set in motion the chain of events that forced our hands to invoke Article 21.03, and with it the obligatory usage of our Personal Days.
Sisters and brothers, if you find yourself having to use your Personal Days before going on Eldercare or Childcare, please talk with your Shop Stewards, and provide them with the details and evidence of your Leave, such as Leave Forms or SAP printouts. If you are in an installation without a Shop Steward, you may email me directly at the address below. RSMCs, please add your name to the group list if you have had to use Personal Days prior to taking COVID-related Leave, to be filed under the Rural Collective Agreement’s Article 36.07 (iii).

Bulletin: Part-Time Letter Carriers Not Receiving Paid Lunches             May 22nd, 2020

Greetings

Currently, a grievance is filed against the corporation that may affect you and your pay. If you fall under any of the following conditions, or if you have questions, please talk with your Shop Stewards to include your name in the process.

The criteria for eligibility are as follows:
-Part-Time
-accept extensions and O/T that gives you more than 6 hours of work in a day
-denied paid lunch as per Article 14.07

If you have been denied a paid lunch after working more than 6 hours in a day, tell your Shop Stewards and provide to them evidence of your denial.

Evidence includes:
-copies of 15.08 Overtime Submission Forms on days you performed extensions and O/T
-copies of paychecks or SAP records indicating your underpayment

As a reminder, if you do not add your name to the list, you will not be eligible to receive compensation for missed payments.
